Authority Liaison Engineer – Architect of Record (AOR)
Job Summary:
As the Authority Liaison Engineer or Architect of Record, you will be responsible for managing all aspects of projects from inception through completion, with a primary focus on interfacing with regulatory authorities, Dubai municipality, and governing bodies. Your role is pivotal in ensuring compliance with building codes, zoning regulations, and other legal requirements while facilitating efficient project progress.
Key Responsibilities:
1. Regulatory Compliance:
Interpret and advise on local building codes, zoning laws, and other regulatory requirements to architectural designs. Coordinate and obtain necessary permits, approvals, and NOCs from relevant authorities.
2. Interface Management:
Serve as the primary point of contact and liaison between the architectural firm and regulatory agencies. Facilitate meetings, presentations, and discussions with authorities to address design, compliance, and project status.
3. Documentation and Reporting:
Prepare and submit all required documentation, including permit applications, exception/variance requests, and compliance reports. Maintain accurate records of approvals (Authority tracker), correspondence, and regulatory changes affecting projects. Maintain project authority approval flow chart.
4. Risk Management:
Identify potential compliance issues or challenges early in the design phase and propose solutions to mitigate risks.
Advise project teams on regulatory implications and strategies to achieve compliance efficiently.
5. Project Coordination:
Collaborate with project managers, architects, engineers, and consultants to integrate regulatory requirements into project plans and specifications. Ensure timely resolution of regulatory issues to avoid delays and cost overruns.
6. Continuous Improvement:
Stay informed about changes in building codes, regulations, and industry standards. Recommend process improvements and best practices to enhance compliance and efficiency.
Qualifications:
1. Bachelor's or master's degree in architecture, engineering or a related field.
2. UAE Registered Architect/Engineer preferred.
3. Proven experience (min 10 years) in a similar role with a track record of successfully navigating regulatory processes.
4.
The experience is required with Dubai local authorities (Dubai Municipality, Trakhees, DDA, etc.).
5. Strong understanding of Dubai building codes, zoning regulations, and construction practices.
6. Excellent communication, negotiation, and interpersonal skills.
7. Ability to work independently and as part of a multidisciplinary team.
8. Proficiency in relevant software and tools (AutoCAD, Revit, etc.).
