**Job Summary**:
The Quantity Surveyor and Cost Controller is responsible for managing all financial aspects of construction projects, including cost estimation, contract administration, and budget control. The role ensures projects are delivered on time and within budget by overseeing procurement, evaluating costs, and managing financial risks. This individual will collaborate closely with project managers, engineers, and procurement teams to control costs, manage contracts, and provide financial insights for successful project completion.
**Key Responsibilities:1. Cost Estimation & Budgeting**
- Prepare detailed cost estimates for construction projects, considering materials, labor, equipment, and services.
- Develop and maintain project budgets from initiation to completion.
- Review and analyze cost breakdowns for accuracy and completeness.
- Assist in the financial planning of projects and advise on potential cost-saving opportunities.
**2. Contract Administration & Procurement**
- Prepare tender and contract documents, including bills of quantities.
- Manage the procurement process to ensure cost-effective purchasing of materials and services.
- Negotiate with suppliers and subcontractors to secure the best prices and terms.
- Oversee contract administration, ensuring compliance with contractual obligations and managing any contract variations or claims.
**3. Cost Control & Monitoring**
- Continuously monitor project costs to ensure they align with the approved budget.
- Track, analyze, and report on cost variances and provide explanations for discrepancies between actual and budgeted expenses.
- Implement cost control measures and recommend financial adjustments to project managers.
- Prepare regular financial reports, including cost forecasts, cash flow projections, and cost-to-completion analyses.
**4. Measurement, Valuation & Progress Reporting**
- Conduct site visits to measure and value the work completed.
- Prepare interim valuations and final accounts for ongoing projects.
- Provide accurate and timely cost reports to project stakeholders, including budget updates, cost-to-date, and forecasts.
**5. Risk Management**
- Identify potential financial risks and develop strategies to mitigate cost overruns.
- Provide advice on project risks, contract obligations, and financial exposure.
- Ensure that adequate provisions are made for unforeseen costs through contingency planning.

Cost Optimization & Continuous Improvement**
- Collaborate with project managers, engineers, and procurement teams to optimize project costs while maintaining quality standards.
- Propose cost-saving initiatives and improve the financial efficiency of procurement and construction processes.
- Implement best practices for cost management, ensuring adherence to financial procedures and protocols.
**7. Stakeholder Liaison**
- Work closely with project teams to ensure alignment of cost control practices with project timelines and objectives.
- Communicate regularly with the finance department, suppliers, subcontractors, and other stakeholders to ensure smooth financial operations.
**Skills and Qualifications**:
- Bachelor's degree in Quantity Surveying,
Construction Management, Finance, or a related field.
- Professional accreditation (e.g., RICS, CIQS) or certification in cost management is preferred.
- Minimum of [X] years of combined experience in quantity surveying and cost control within the construction industry.
- Strong knowledge of construction contracts (e.g., FIDIC, NEC) and procurement processes.
- Proficiency in cost management software and tools, such as MS Excel, AutoCAD, Primavera, or SAP.
- Excellent analytical and problem-solving skills with attention to detail.
- Strong negotiation and communication abilities.
- Ability to work under pressure and meet deadlines.
- Understanding of financial reporting, budgeting, and forecasting.
**Work Environment**:
- Office-based with regular site visits to assess progress and manage costs.
- Interaction with various departments including finance, procurement, and project management teams.
Pay: AED7,000.00 - AED8,000.00 per month
**Experience**:
- Quantity Surveyor: 5 years (required)
- Project Cost controlling: 3 years (required)
License/Certification:
- RICS or CIQS certification (required)
- FIDIC and Dubai updated relevant regulations (required)
